It's the postman who has this distinction. The other three characters do not appear in this episode. Hyacinth is offended that he has no mail for her that day.

2. Which actress plays Rose in all episodes of the first series?

Answer: Shirley Stelfox

Josephine Tewson plays Elizabeth and Judy Cornwell plays Daisy.
Mary Millar takes over the role of Rose beginning with series 2.

It's Hyacinth who has to fend off the advances of the Major and, in a later episode, the Commodore. The postman and the meter man are two men with whom Rose has not been involved (at least it's never mentioned). We learn in later episodes that Rose does have a history with C.P. Benedict and Mr. Finchley.
