My first thought was Iowa as the principal mentions Iowa test scores. It isn't until later you see the Virginia license plate on the car that runs over Gretchen. I also researched and found that there is indeed a Middlesex, Virginia.

You can find this message written on the school bus window at the beginning of the "Head Over Heels" scene, when Donnie jumps out of the bus' back door. The "Head Over Heels" scene is probably one of my favorite scenes in the movie, it conveys so much information without any of the characters uttering a word.
