My first thought was Iowa as the principal mentions Iowa test scores. It isn't until later you see the Virginia license plate on the car that runs over Gretchen. I also researched and found that there is indeed a Middlesex, Virginia.

Specifically, it is set in early October 1988. The movie itself did come out in 2001 and will soon be re-released in theaters.

It appears that it's a golf course, but it's hard to tell, but it definately was not a bowling alley.
