Kiba is actually the first wolf you see. He is at the very start lying in the snow saying how he is driven to find paradise. After that little scene, Tsume appears working with humans to gather food from a train.

2. What letter appears on Hige's collar?

Hige's collar has a X on it. He is called "Number 23" because X is the twenty-third letter in the alphabet.

3. Who is the first wolf that Kiba comes across?

WHen Kiba first enters the city, he is injured and seeks refuge in an old tree that Tsume's men use as a hangout. He and Tsume get into a fight. Kiba is captured and then meets Hige.

When Toboe dies, Tsume tells Toboe how he got the scar on his chest. As he speaks a flashback appears with his pack being attacked and him running away. Then he is given a scar by a member of his old pack.

Kiba, Hige, Tsume and Toboe all gathered because they could smell Lunar flowers. Cheza was made from a Lunar flower, so the wolves were drawn to her.

Hige asks Tsume to do him a favour by killing him, because he is in pain. Tsume doesn't want to do it, but he has to help Hige by killing him. Tsume ends up biting Hige's neck to instantly kill him...
