Originally (in 1789) there were twelve "possible" Amendments being considered, but "possible" Amendments 1 and 2 were not ratified. In 1791, "possible" Amendments 3 through 12 became Amendments 1 through 10 of the US Constitution, and they are collectively known as The Bill of Rights.
