An exclave is defined as territory of a nation that is completely surrounded by the territory of another. Other examples of exclaves include Cabinda, an exclave of Angola and Kaliningrad, an exclave of Russia. Ceuta is located on the continent of Africa jutting out into the Mediterranean coast and land-wise is surrounded by the nation of Morocco.

The area sits almost directly opposite the Rock of Gibraltar which is owned by the United Kingdom. Residents of Ceuta enjoy the same rights and freedoms as the rest of Spain and the European Union.

Melilla is also an autonomous exclave of Spain. It is located further east along the Mediterranean coast of North Africa. As with Ceuta, it is also surrounded by the nation of Morocco. On January 9, 2004 the city of Ceuta opened a commercial heliport in order to fly passengers to and from mainland Spain. It only takes around 15 minutes to fly from Ceuta to Malaga, which is the closest commercial airport on the mainland. Service has also extended to Melilla, Spain's other exclave city, which does have a fully operational airport of its own.

However, due to the size and terrain of Ceuta it is unable to construct an airport within its borders. Travelers can also reach Ceuta from the mainland via ferry.
