Ahasuerus, known as Xerxes in the NIV, is the correct answer. Esther 1:1 states he ruled over a Persian kingdom that consisted of one hundred and twenty-seven provinces, stretching from India in the east to Ethiopia in the west. Rather than Ethiopia, the NIV uses the place name 'Cush'.

The book of Esther tells of Ahasuerus dethroning Vashti as queen and replacing her with Esther. While reigning as queen, Esther played a pivotal role by working with her cousin Mordecai to prevent Haman from carrying out a scheme to kill all the Jews in the Persian empire.
