We know shortly after that he has adopted them along with two boys named Mylo and Claggor.

When she was younger, a group of bullies took Vi's doll from her and threw it into some wires, similar to when children tie a pair of shoes together and toss them onto telephone wires. The doll was firmly lodged in the wires, and to Vi's dismay, the wind and even birds wouldn't dislodge it. So there it sat for years and years, even to that very day with Vi and Powder sitting atop the roof looking at it.

And the next test subject has just volunteered: the bully who failed his mission when he attacked Vi.
