Phoebe said this. It was from "Morality Bites", when Prue, Piper and Phoebe go to the future to save Phoebe, who supposedly is on trial for murder.

I'd say it's ironic, sarcastic humor. He was the Source, but they are constantly saying, "Speak of the Devil."

This is a quote from "Deja Vu All Over Again" and is between Rodriguez and Andy. This is also the episode where Andy dies.
