1. What was Jeffrey Sinclair's rank during the first season of "Babylon 5"?

Answer: Commander

Yes, the station's first commander (lower case c) was a Commander (capital C). Both Laurel Takashima (in the pilot) and Susan Ivanova (during the first season) were Lt. Commanders when serving as second in command to Sinclair. Sheridan and Lochley, the next two commanders of Babylon 5, were Captains. Sinclair became the Ambassador to Minbar after he left the station at the end of the first season.
2. What is Jeffrey Sinclair's middle name?

Answer: David

This was revealed in several places, including the episodes "And the Sky, Full of Stars" and "War Without End, Part One". David was also the name of both Sheridan's father and son. (See, for example, "War Without End Part Two"). Michael is the middle name of series creator Joe Straczynski. Jay is Homer Simpson's middle name.
3. When Sinclair fought on the Battle of the Line, what was the name of the squadron he led?

Answer: Alpha

This is most prominently revealed in the first season episode, "And the Sky, Full of Stars". Zeta squadron were personally delivered to the station by Earth Alliance President Santiago in the first season episode, "Survivors". Warren Keffer, who was a regular character in season two, was a member (later leader) of this squadron. Black Omega squadron was a specialized Psi Corps fighter squadron, featured in episodes such as "Mind War" and "Epiphanies".

Answer: Mars

This was implied or stated in several places - most directly, in the first season episode "And the Sky, Full of Stars" the interrogator (Knight Two) says, "Your name is Jeffrey David Sinclair. Rank: Commander. Age: 39. Born on Mars Colony, May 3, 2218, 9:15 A.M., Earth Standard Time." (quote courtesy of The Lurker's Guide, http://www.midwinter.com/lurk/countries/us/synops/008.html) Arisia Mining Colony was where Marcus Cole was born; see, for example, "Lines of Communication". Sinclair states in "Midnight on the Firing Line" that "the Sinclairs have been fighter pilots since the Battle of Britain", but this does not imply British heritage. I do not believe that Sheridan's birthplace is ever stated, but I think it is implied the be MidWest US.
5. Which character had Sinclair not met prior to working on Babylon 5?

Answer: Ivanova

Sinclair and Garibaldi met on Mars, in 2253 (this is the event mentioned in "Infection" and "Messages from Earth"). When Franklin arrives on the station for the first time in "Soul Hunter", he says to Sinclair that "it's good to see you again". When Sinclair returns to Babylon 5 in "War Without End, Part One", Sheridan mentions working with Sinclair during the food riots on Mars. Meanwhile, there is no mention of Sinclair knowing Ivanova before she came to Babylon 5; Sinclair did know his original second-in-command, Laurel Takashima, from Mars, while Sheridan had served with Ivanova previously on Io.
6. Which religious group did Sinclair spend some time with when he was younger?

Answer: Jesuits

Sinclair spent three years being taught by Jesuits; this is mentioned in the episodes "Babylon Squared" and "By Any Means Necessary". Sheridan spoke of his visit to the Dalai Lama when he was 21 in his speech in "Points of Departure". The Foundationists are a new religious group which started after Humanity's first contact with the Centauri; Doctor Franklin is a member of that faith. And, of course, Ivanova is a Russian Jew.
7. Which of the following hard-to-obtain foods is mentioned as being a particular favourite of Sinclair?

Answer: None of these

While Sinclair may well like these foods, no mention is made on the series. Orange juice is enjoyed by Sheridan, who waxes lyrical about it in "The Geometry of Shadows". The station's first second in command, Laurel Takashima, illegally planted coffee in the hydroponics section, a course of action also taken by Ivanova (see "The Gathering" and "The War Prayer", among others). Finally, bacon and eggs was Marcus's gift to Ivanova in Messages from Earth".
8. What unusual compliment did the Warrior Caste Minbari Neroon offer Sinclair in the episode, "Legacies"?

Answer: You talk like a Minbari

The reference was a subtle play on Sinclair's destiny as Valen. With so much of Minbari culture based on Valen, it is more true to say that the Minbari speak like him. (Unfortunately, I've forgotten where I got that observation from.) Meanwhile, "You were more Minbari than I" is similar to what Neroon says to Marcus in "Grey 17 is Missing".

Answer: Running a level 6 maintenance check on all Babylon 5 communications channels

It was, in fact, Ivanova who ran the maintenance check, to prevent Major Kemmer contacting General Netter in "Survivors". The starfury mission took place in "Midnight on the Firing Line", where Sinclair ducked the mission to avoid voting a way he did not want to. (As he told Ivanova, "Unfortunately, I wasn't able to reach you before I left and you never heard about any 'orders from Earth Central'.

The last you heard, we were voting for sanctions.") In "By Any Means Necessary", Sinclair used the literal wording of the Rush Act, which authorised him to end the illegal dock workers strike by 'any means necessary'. Rather than use force (the intention of the Act) he chose instead to hire new workers, raise wages and offer a general amnesty to the strikers. Finally, the rogue telepath in question was Jason Ironheart.

The Psi Cops have jurisdiction here and ordered the command staff not to have any contact with him; nevertheless, Sinclair (after talking to Talia) met with Ironheart and agreed to give him free passage off the station.
10. What are the Minbari names for the two titles Sinclair possessed as head of the Rangers?

Answer: Anla'shok Na and Entil'zha

Anla'shok Na literally means 'Ranger One'. Satai is the honourific given to members of the Minbari Grey Council - it has nothing to do with the Rangers. Isil'zha is the name of the jewel that serves as the Ranger badge; it means, loosely, 'the future' or 'the hope of the future'. Entil'zha means, roughly, 'the one who creates the future'.
