Other characters who have said it: anonymous German potential in Buffy's dream ("Beneath You"), Spike ("Beneath You" and "Conversations with Dead People"), D'Hoffryn ("Selfless") and an anonymous crazy citizen ("Empty Places"). Jonathan also says it in Spanish ("Desde abajo te debora") in "Conversations with Dead People," and Andrew translates that as "It eats you starting with your bottom."
3. "Bored now." How many times do we actually hear this Willow-ism?

Twice in "The Wish": this is Vampire Willow's first line on the show, which she says when she and Xander meet Cordelia. She says it's "less fun when there isn't any screaming." She later repeats it before torturing Angel ("the puppy"). In "Doppelgangland," Vampire Willow says it to Percy in response to his "till we graduate, I own your ass" speech, just before she sends him flying over the pool table. In "Villains," we hear it again, this time from non-vampire Willow, before she flays Warren alive.

He tells Willow that he loves her, but she won't have any of it.

First time she says it about Vampire Willow, and the second time about herself (in "Tabula Rasa," Willow has no memory of being gay because of a spell gone wrong, but can't help noticing her attraction to Tara).
"Because it's wrong" is a quote from the episode "Who Are You?" It's repeated several times by Faith when she is in Buffy's body, played by Sarah Michelle Gellar. For Faith, this is something that Buffy would say. Buffy herself, however, never says it on the series. Nor does Buffybot or The First.

That last time is in the flashback in "Becoming, Part One," when we see Buffy being called. Before that, it's said twice in "Inca Mummy Girl" -- by Giles to Buffy (Buffy replies that she'd rather be "the overlooked one") and by the bodyguard to Ampata -- or, rather, to the Inca mummy who killed him, but whose real name we never learn. ("Ampata" doesn't care much for being the chosen one, and mummifies the bodyguard.)

"Love makes you do the wacky" is said by Willow in "Some Assembly Required" when Buffy complains about Angel's jealousy. Buffy later repeats it to Angel to explain what Chris Epps did for his brother, and Angel then admits that he's being jealous of Xander.
