In the previous scene, we see that Bill sees Melissa wrapped in a blanket and being escorted down the hall by an FBI agent. Most people would have probably followed then or tried to talk to Melissa. But by now we know Bill is not that type of person -- he just sits by himself on the bench at the other end of the hall and cries from happiness since Melissa is now safe.

In my opinion, this image made the ending much more dramatic and memorable.
