XII is Larxene, V is Lexaeus, and III is Xaldin. Xemnas is I, or number one. He is the leader of the Organization as well.

Xemnas is one of the only Organization XIII members that speaks the first time he is seen. The other is Xigbar. Xemnas first appears to Sora in Hollow Bastion's Bailey, with the other members at his side. He is the only one of them that speaks. The others merely laugh as they are leaving.
