Radiation damage from the Cetagandan occupation.. The Cetagandan occupation had occurred a generation before Aral's birth. Rather surprisingly, the backward Barrayarans managed to kick high tech Cetaganda off their planet. To be fair, the main textual evidence comes from the book that immediately precedes this in the series, 'Shards of Honour'.
Swear fealty.. Cordelia isn't sure whether it was merely oversight that she hadn't been asked to swear an oath to Ezar, or unexpected compassion.
