Stenr Risa means "stone rise". This is the first spell taught to Eragon by Brom but the first spell used by Eragon is 'Brisingr' which means fire. Brom was mad at Eragon for using this spell because it drained away so much of Eragon's energy. He used it whilst they were fighting Urgals.

2. In "Eragon", what did Eragon name his dragon?

Eragon got the name of Saphira from Brom, and named her so because it really fit with Saphira's shimmering blue scales. Brom's dragon was also named Saphira.
