Quiz Answer Key and Fun Facts
1. Which decree states that the High Inquisitor has supreme authority over all punishments and can alter all punishments?

Answer: 25

This decree gave Dolores Umbridge much more control at the school. She could not only give any punishment she wanted, but she could also change punishments given out by other teachers. Through this decree, she was able to kick Harry off of the Gryffindor quidditch team even though McGonagall only wished to give him detentions.
2. One decree says that in the event of the current headmaster being unable to provide a candidate for a teaching post, the Ministry should select an appropriate person. Name this decree.

Answer: 22

Dumbledore was unable to find someone for the position of Defense Against the Dark Arts teacher, owing to the terrible fates of the previous four. Therefore, the Ministry decided to pass this decree and put someone in there of their own. Fudge chose his senior undersecretary, Dolores Umbridge.
3. Which decree made it so that any student found in possession of "The Quibbler" would be expelled?

Answer: 27

Umbridge passed this decree after Harry gave an interview in "the Quibbler" about the night that Voldemort returned. Umbridge did not want anyone to know the truth so she banned it, but it did not turn out to her benefit. As Hermione predicted, banning it was the one thing she could have done to make sure that everyone in the school read it. Sure enough, by the end of the day almost every student had.
4. Dolores Jane Umbridge replaced Albus Dumbledore as headmaster of Hogwarts School of Witchcraft and Wizardry through which Educational Decree?

Answer: 28

With this decree, the Ministry finally had the total control over the school that they desired. However, that was not entirely true. She may have been headmistress for this short period of time, but with the office locking her out and Fred and George working to make her reign as headmistress a very painful experience, Professor Umbridge got more than she bargained for with this job!
5. The position of Hogwarts High Inquisitor, Dolores Jane Umbridge, was created through what decree?

Answer: 23

Obviously, the teaching position was not enough for Dolores Umbridge and the Ministry. They sought to have even more control. They created the unprecedented role of High Inquisitor. This gave Umbridge the power to inspect the other teachers and sack them if she thought their teaching was not up to par, or if they were half-bloods.
6. Which decree stated that all student organizations, societies, teams, groups, and clubs are disbanded? It said that permission to reform these organizations, societies, teams, groups, and clubs must be sought from the High Inquisitor.

Answer: 24

Being one of the most influential decrees in the book, this one even has its own chapter title. After finding out the plans to create what would soon be known as Dumbledore's Army, Umbridge knew she had to stop them. She made it illegal for their group to meet without talking to her first.

This, however, did not stop Harry and his loyal friends. They were able to teach themselves Defense without the knowledge of Dolores Umbridge for quite awhile. Unfortunately, there was a sneak amongst them, and Marietta Edgecomb would be reminded of that every time she faced the mirror!
7. Which of the decrees said that teachers were banned from giving students information not related to the subject they teach?

Answer: 26

Umbridge did not want the students getting information from their teachers. She was afraid of what they might be told and decided to make it so that no student would find out too much information. When Harry gave the Quibbler interview, the teachers were unable to congratulate him on his bravery.

Instead, they had to find other ways of awarding him. Professor Sprout gave him 20 points for handing her a watering can!
8. While this decree never officially came into effect, it would have given Filch the permission to hang kids from their ankles in the dungeons! Which decree number would it have been?

Answer: 29

Filch was very excited about getting this one made into law. He did not think that the punishments were harsh enough. Just like in the old days, he wanted to resort to physical discomfort to get the point across. Only someone as insane as Dolores Umbridge would ever allow this to pass through!
9. Of all the decrees, which one was created because Angelina Johnson going to McGonagall and Dumbledore to reform the Gryffindor quidditch team?

Answer: 25

When Umbridge would not allow the Gryffindor team to continue to play, Angelina Johnson, the captain, took matters into her own hands. She sought out McGonagall, who talked to Dumbledore, and was able to get the Gryffindor team in the air once again. This however alerted Umbridge to the fact that someone had more power over punishments than she did.

She would not allow this and had to make it so that she had complete control over all punishments through Educational Decree number 25.
10. Which decree ended up getting Lee Jordan a detention with Professor Umbridge and her infamous quill?

Answer: 26

This was the decree that said teachers could not talk about material that did not relate to their subject. Lee thought that he would be funny. He was playing Exploding Snap in the back of the room, and Umbridge was obviously angry about that. However, Lee Jordan told her that she could not tell him off because Exploding Snap was not strictly related to her subject! Only a friend of Fred and George would have the brain and the courage to shoot that back at Umbridge!
