All of these characters are members of the Advance Guard from the Order of Phoenix who come to "rescue" Harry from the Dursley's. This scene is where we are first introduced to the Auror Nymphadora Tonks, or "Tonks". Tonks is a metamorphmagus, meaning she can change her appearance at will.

She mentioned that this trait helped her pass the Concealment and Disguise portion of her Auror test...this was good because she is "dead clumsy" and almost failed her Stealth and Tracking portion!
