It was at his home that he was hoping a reception with celebrities, one of which was Jay Leno.

Ted Marcus, who hosted the celebrity fundraiser on flag burning at his home, heard that The White House was considering not opposing a bill authored by a U.S. Congressman that would ban gays from the military. He told them he would cancel the fundraiser if this was the case. Despite this warning, the fundraiser went on as scheduled.

Josh and Toby learned that there was a pollster named Al Kiefer who believed that President Bartlet would not take a strong stance against flag burning and they both stated how much they disliked him. Another pollster with the name of Joey Lucas showed both of them data that suggested not many voters found the issue that important.

They agreed that the best thing for President Bartlet to do was simply say flag burning was wrong.

Answer: Ethanol production

Leo and Sam were looking at the current bills before the Senate and saw there was one, concerning ethanol production, that had a tie of 50 votes for it and 50 votes against it. Senate rules stated that, in the event of a tie, the President of the Senate (the Vice President) casts the tie breaking vote.

They were concerned that Vice President Hoynes would vote no since he did not have a record of supporting ethanol production.

Leo learned that Hoynes opposed ethanol production since he felt it would not do much good in relieving the United States from its dependence on foreign oil. Leo wanted to take Hoynes to task, on his position, and President Bartlet learned of Hoynes' position and was upset.

He wanted to fire Hoynes but he knew that he could not, as the President is forbidden from firing the Vice President.

While there was argument on Vice President Hoynes' view of ethanol production, Sam stepped in and defended Hoynes and stated his view on the issue was actually correct. Sam and others worked with some U.S. Senators to get them to change their vote and vote no on the bill so Vice President Hoynes would not have to cast a tie breaking vote.

Some of the U.S. Senators reluctantly agreed to change their votes.

Despite Mandy being a major player, in season one of "The West Wing", and actress Moira Kelly being a contract player, she was not in this episode of "The West Wing." Kelly appeared, as Mandy, in a total of 22 episodes for the series. She only appeared on the first season of the show.
