President Bartlet was giving a town hall meeting, in this episode, and he spoke to a crowd of young people and he discussed voting patterns. He said that, over time, people in between the ages of 18 and 25 were unlikely to vote, contact public officials, or work on political campaigns.

He wanted to discourage this trend and then he got to talking about his staff. He said there was debate on if he should take off his jacket, at the meeting, and President Bartlet commented that it might fit in to the folksy atmosphere.

However, he also said it may not be presidential but he eventually took off his jacket and the crowd applauded him.
