Willow said this when questioned by Buffy about a mystical symbol that Buffy found in Willow's notebook. The symbol had been linked to the murder of a couple of children at the beginning of the episode. Buffy's mom saw the kids when she decided it was time for a bonding visit.

Although her remorse over what she did was clear, it didn't stop her friends from being angry with her. Buffy was upset because Willow took Dawn to Rack's place and Dawn was upset initially over the missing the movie. But, I think that having a fractured arm was worse.
