1. Wooden Boards can be used to block windows in what part of the map?

Answer: Police Station

One of the earlier utility items of the game, your work is made easier by the use of general Wooden Boards marked with police tape. You might find that as you navigate the outer corridors of the Raccoon City Police Department, zombies will break through the perimeter windows. You'll be unlikely to stop them altogether, but you can definitely start to patch those up to prevent yourself from becoming overwhelmed by the walking dead. Once you board up a window, zombies won't break through ever again.

The catch is that there are more windows than usable boards, so you have to economize to make it work flawlessly, and often on the fly. There are no other sections of the game that make use of these items, so you can pack them away when you realize there's no going back.
2. The Battery is meant to be combined with which of these other items?

Answer: Detonator

Located in the S.T.A.R.S. Office on the third floor of the Raccoon City Police Department, the Battery seems to be an innocuous item until you realize that they only way you'll be able to access the Maiden Statue in the West Storage Room is by using it to power your Detonator. With this you can access what should be your third and final Emblem to be able to access the space beneath the Main Lobby. Careful though-- that sort of noise is bound to attract some of the game's more frightening foes.
3. The S.T.A.R.S. Badge is capable of turning into which of these?

Answer: A USB Dongle Key

The USB Dongle Key (on S.T.A.R.S. Badge) has a singular use and the S.T.A.R.S. Badge itself has a singular use, and you can manipulate this two-in-one item by clicking a button on the back. The Dongle is used in the S.T.A.R.S. Office of the Raccoon City Police Department to access the computer terminal therein.

When used it opens the weapons locker so you can access the Lightning Hawk Magnum inside. In badge form, the item can be slotted into a case in a corridor beneath the station to grant access to a Long Barrel upgrade for the same weapon.
4. An empty Dispersal Cartridge is needed to make which of the following?

Answer: Herbicide

Found in the Laboratory late in the game, the Dispersal Cartridge can be obtained from a machine in the Greenhouse Control Room. There's a handful of steps after you nab it though. First, the Dispersal Cartridge must be placed into a solution dispenser.

Then, you have to add the right amount of chemical UMB No.21 from a separate machine locked away in the Drug Testing Room. Once this is filled, it needs to be cooled in the basement's Low-Temp Testing Lab. Once this is completed, you'll have the solution you need to act as a Herbicide to kill Plant 43 and, in turn, claim the chip needed to access the remainder of the lab (the West Wing).
5. Ada and Sherry will be the people to turn to when you need to access the Cable Car since they possess which item?

Answer: ID Wristband (Visitor)

The ID Wristband can only be obtained by Leon or Claire once they've made their way through the Sewer portion of the game safely since both campaigns will require some thorough navigation of the corridors and tunnels to either save or escort the secondary characters to the right spots.

In Leon's case, Ada will be able to locate the ID Wristband (Visitor) during her portion of the game; Sherry will start out with it in Claire's story. Regardless of campaign, the ID Wristband (Visitor) allows the cable car to operate and it will grant entry to certain doors in the NEST Laboratory.

It can be upgraded with special chips.
6. The Red Book is ultimately combined with which similarly mundane thing?

Answer: Arm

In the Police Station, the Red Book is found in-- go figure-- the Library, and while it may seem odd to pick the one book out from the bunch, it's hinted that this is a necessary item when you visit the Art Room in the East Wing. Combined with a stone Arm found next to a statue, it can then be placed into its proper spot (in the same room) to release a Scepter.

The Scepter will be openable to grab a Red Jewel which can be put into a Bejeweled Box which will give you the S.T.A.R.S. Badge (and the item chain continues). Phew!
7. To get back into the RPD Building (from the Underground Facility) you'll need which of these to open the way?

Answer: T-Bar Handle

There's a bit of a long-winded trip you'll need to make to get back into the Police Department (even though one could believe it to be a silly thing to do) once you head into the room beneath the Maiden Statue for the first time. Navigating the Parking Garage properly you'll be able to find a stairwell back up to the East Wing in due time, but the door from the hidden office won't be reopenable until you get the T-Bar Handle from the Sewers later on.

At this point you should have a pretty clear path to every section of the map except the Laboratory, but once you head there there's no going back anyways.
8. The Tin Storage Box contains which of these?

Answer: Car Key

The Parking Garage can be a dangerous place if only because the Raccoon City Police Department keeps its loud and undesirable people, things, and items somewhat locked away down there. There is a way out of it (and out of the Police Station), but it involves a long quest to open a locked jail cell.

The Car Key doesn't have too much to do with that, but if you open the Tin Storage Box in the Firing Range, you'll get a key that unlocks a trunk in the garage. Inside is a new gun (if you're Claire) or an upgrade (if you're Leon).
9. The U.S.S. Digital Video Cassette can be used in one of how many VCRs found in the game?

Answer: Two

There are only a couple of VHS tapes that you can pick up in the game, and if you're eager to check them out, then you don't have to wait too long in either case. The first tape is found on a body in heavy combat gear. Labelled 'Operation NESTWRECKER', this cassette can be played early in the Monitor Room of the Sewers to show how the G-Virus got out.

The second cassette, the Lab Digital Video Cassette, is in the Laboratory and a VCR can be found in the Biotesting Room there in the West Area. This second video will give a bit of insight into what happened to William Birkin (before you face off against him one last time).
10. Who's the only character who will come into possession of Scissors?

Answer: Sherry

Sherry nabs the Scissors during her portion of the game in the Orphanage. In order to escape her room at the end of the hall, she needs to locate a puzzle block, solve the puzzle, and grab the Scissors from a drawer inside the toy. She can then cut her way through a wall covering and start to make her escape. Though Claire does visit the Orphanage during her mission to save Sherry (this happens at the same time that Leon is knocked out during Ada's Sewer mission), she does not get to possess a small handful of mundane items that, while seemingly trivial, are important in Sherry's moments.
