Yes. No matter what the attack does, if you are using an attack and the defending pokemon is a baby, you must flip first before doing any other requirements. If tails, your attack fails and its your opponent's turn.

No. Gastly doesn't have a weakness. It doesn't really matter because with just 30HP it won't last very long without a gold berry, a defender, or a focus band (highly not recommended).

Attach Energy. You can only attach an energy once per turn. Sometimes rules like Blastoise's Rain Dance let you attach as many water energies as you like, and that's why Blastoise is broken. Other Pokemon like Typhlosion can also attach another fire energy. But I'm talking about most turns in general.
Shuffle, then draw 7 cards. Eeeeeeek is like an elm, shuffle then draw 7 cards. This attack truly makes Cleffa amazing. You're probably asking, what about its stalling moves? Its stalling moves mean nothing. When you want stalling, go for Haunter's Transparency Pokemon Power.
4. Retreat is very important for the Pokemon-TCG. One main reason is because if your active Pokemon is confused and you had no switch, for Snorlax you would have to pay 4 retreat for a 50-50 chance of retreating. That's like throwing 2 energies down the drain. It can stall, but it can give time for your opponent to stall too because it cannot retreat easily.

Your opponent will draw 2 prizes.. Pokemon-ex may be very strong, but they have a huge downside when they are knocked out. Not only that, most times they have TWO Weaknesses! That's not that bad but think about this, let's take Scyther EX. It's an 80HP Pokemon and when you knock it out, your opponent will get 2 prizes! That's just like playing 2 useless 40HP Pokemon!

10.0. Cleffa is truly a broken card. If you have one, play it in your deck. If you play it, it will almost always save you if you draw it. When you have a hand full of trainers that will help you later, will you throw them away for a new hand? If you can finish the game quickly, it might be OK but if you can't do it than use Eeeeeeek. Both Pokemon can attack any of your opponents' Pokemon, however you must discard all lightning energy attached to the Pokemon. What makes both of these cards so similar is both of them are usually know as a built in catcher. They have the ability to snipe and kill weak Pokemon on the bench. Raikou EX does 100 damage and Zebstrika does 80 damage. Downside is its recoil is pretty costly.
Attach a basic energy from your discard pile onto Landorus. This card is great to do damage in the early game. You have the ability to do 80 damage and 10 damage to everyone in 2 turns.
Prevents the opponent from playing any item cards from their hand.. Gothitelle is a great card when paired with a Gardevoir (from Next Destinies). Not only does Gothitelle have that sweet item lock skill, it also has the move called Madkinesis, which deals 90 damage with only 3 psychic energy. The attack is doubled if gardevoir is on the bench!

Zekrom does 40 damage to itself. This was an overly used card before in a Zekrom-Eelektrik deck. It is commonly used with eviolite to reduce its 40 damage recoil to 20. It's not used as much, not after Zekrom EX came out.

Its secondary attack is pretty good as well dealing 120 off only 3 energy, 2 Psychic and 1 colorless.
Discard your hand, then draw 7 cards.. This is a great card to play. It helps draw out your cards by letting you refresh your hand. However, this card is pretty useless when you're down to your few last prize cards.
