The rat creatures were chasing Smiley & Fone Bone & Phoney and interrupted the race.. The rat creatures were chasing Fone Bone through the woods and he led them to where the race was being run.

Who is the mystery cow?

Smiley. It was Phoney's idea for Smiley to put the costume on and enter the race so that he, Smiley, could make more money of the people who were betting on the race.

Why was Phoney tied to a stake covered in eggs?

The townspeople found out he was trying to fix the race and cheat them out of their money.. Lucius thought it would be a good idea to leave Phoney tied to the stake because the eggs were hardening over his mouth and he couldn't talk.
