BOB stands for "Best of Breed." Going Best of Breed over specials means that a non-champion dog beat out all of the dogs that were already champions to be chosen as the best representative of its breed.

Answer: The tail is carried over the back

Some breeds, like hounds, are supposed to have a gay tail, but other breeds, such as retrievers, are not. A line has stuck in my head that I am pretty sure was said by Pongo to Perdita in the book "101 Dalmatians"- "Let our hearts be gay but not our tails." Dodie Smith must have shown Dalmatians.
