Dr. Evil is based on Blofeld, who is in many Bond movies. However, only in "You Only Live Twice" is Blofeld bald, have a scar on his face, and have a big white cat. He is not in "Dr. No", has hair and no scar in "Diamonds are Forever", and is not fully shown in "From Russia with Love".
