Answer: True

Throughout the episode, there were scenes in which you could tell it was raining outside. In the first scene, where Toby and Sam talked, it was raining hard behind them and a flash of lightning was seen as well. Several members of The Bartlet Administration commented on how the weather report said to expect some hard rain and a subsequent storm.
2. In President Bartlet's first scene, he was seen arguing with someone about what?

Answer: His diet

President Bartlet's first scene saw him going to a certain location, in Washington, D.C. to discuss signing a new campaign finance reform bill. The person he argued with told him that he should not be so pessimistic and moody and that this was due to his recent diet. President Bartlet told the person he would not be seen eating vegetables all the time and the person reminded that he should not be immature when it comes to eating vegetables. President Bartlet, however, did not argue about the bill to reform campaign finance.
3. Charlie told President Bartlet that who was bringing him a piece of paper on what to say at the speech on a bill aimed at reforming campaign finance?

Answer: Sam Seaborn

Once President Bartlet got done bickering, about his diet, he asked Charlie if his remarks would be brought on what to say, about the bill he was about to sign and Charlie mentioned that Sam was bringing them. President Bartlet asked where Toby was and Charlie replied that Toby was late due to the bad weather. President Bartlet commented on how it was great to be surrounded by the best people he could be.
4. Who asked President Bartlet if he would be focused on the issue of changing democracy, during his speech on the campaign finance reform bill?

Answer: Leo McGarry

President Bartlet got to talking about the idea of changing democracy, right before his speech, and Leo was concerned that topic would distract him from the speech. Leo asked President Bartlet if he would be focused on changing democracy or actually addressing the people at the speech. President Bartlet assured Leo he would just discuss the campaign finance reform bill.
5. Who asked Josh about how the Federal Elections Commission (FEC) works?

Answer: Donna Moss

Right when the opening credits rolled, Donna was seen asking Josh about how the FEC worked. Josh told her that a commissioner was appointed to a six year term and, every two years, two commissioners' seats would be up. Donna commented that two commissioners had just resigned and Josh told her that was the first time that had ever happened.
6. Who told C.J. that he/she was once hired to map out The Bartlet Administration's weaknesses in order to defeat President Bartlet for nomination for U.S. President for a second term?

Answer: Mandy Hampton

When Mandy and C.J. first spoke, in this episode, Mandy told C.J. she worked for a man named Russell to draft a memo. Mandy informed C.J. the memo was to describe the weaknesses, of The Bartlet Administration, to map out a strategy to ensure President Bartlet did not get nominated for a second term. Mandy said she felt the situation was embarrassing and mortifying and C.J. demanded that Mandy give her the memo she drafted.
7. Who told Josh to meet with the top leaders of certain leadership offices?

Answer: Leo McGarry

In one scene, Josh and Leo were talking amongst each other and Leo had an idea. He asked Josh if he could meet with the top leaders of certain leadership offices, over a meal, in hopes that they could get more people to support the campaign finance reform bill. Josh wondered if they could get anywhere, with a meeting like the one Leo proposed, and Leo said that President Bartlet more than likely felt it would not go anywhere.

Despite this, Leo thought the meeting was worth a try but Josh did not meet with any leaders from these leadership offices.
8. Toby and who else met with certain military leaders to discuss gays serving in the military?

Answer: Sam Seaborn

Toby and Sam went to meet with a couple of military leaders to discuss gays serving in the military and see what their approach to the idea was. Toby commented that he, Sam, and others conducted meetings with various senior staff officials with the Department of Defense and Senate Armed Services Committee. Toby stated that The Bartlet Administration was a little head strung on the policy they inherited, regarding gays in the military, and that was when he asked the military officials for their input on the policy. Once they gave their input, Toby told them they would consider it when making recommendations to President Bartlet on if gays can serve openly in the military or not.

The military leaders told them that the President could not change the Uniform Code, which banned openly gays from serving in the military.

This implied that they were not going to recommend the President supporting a policy of gays serving openly in the military.
9. In a meeting with Josh, to discuss the campaign finance reform bill, someone told Josh that he was speaking on behalf of which member of the U.S. Congress?

Answer: Senate Majority Leader

Josh met with an assortment of people to discuss the President's plans to sign the campaign finance reform bill. He discussed how this legislation would aim at better reform than a previous bill that tackled campaign finance reform in 1974. Someone gave a long speech, to Josh, about how they could not keep having meetings every time President Bartlet woke up and said he wanted to make the world better.

After his speech, he told Josh that he was saying everything while speaking for the Senate Majority Leader.

The person who spoke for the Senate Majority Leader also told Josh that he felt The White House was attempting to embarrass the Republicans of Congress. He warned Josh that, if they kept trying to embarrass the Republicans, they would bring up legislation that The White House would want off the table.
10. Sam mentioned that the policy of "Don't Ask, Don't Tell" did not work since, in 1999, there were a record number of military discharges due to people being gay.

Answer: False

In Sam and Toby's meeting, with the military officials to discuss gays in the military, the military officials told them they felt "Don't Ask, Don't Tell" was working. Sam brought up the fact that it was not since, in 1998, there were a record number of military discharges over people being gay.

He brought up another statistic on how the number of discharges over gay military members, from the Air Force in 1998, was the highest in two decades. In the middle of the meeting, C.J. interrupted and said she needed to speak to Toby.

As Toby left, Sam went to speak to him and Toby told him he was doing good.
