President Roslin was being wheeled to the infirmary on Galactica while having flashbacks to Caprica. As Secretary of Education, she was meeting with the Education Alliance representative at the time she saw Dr. Baltar with Number Six, although she did not realize it at the time.

Baltar decided to send his most important bargaining chip to Gina in order to prove his sincerity that he would help her work against Roslin. After learning that Roslin did not truly trust him in becoming president, he chose to work with the Cylon that he - somewhat misguidedly - loved.
