The centurions were building a missile battery to barrage the Colonials who were on the planet. It also served as a SAM site where they could fire on any attempted rescue parties.

Answer: "Um...because no one put me in there."

Tigh had so much on his mind that he simply ignored Billy. There were many more important things to worry about beside the president's aide. Billy wasn't exactly a risk to the fleet.
