Rinoa is not one of the playable characters in the orphanage because her parents are alive. In the game, you learn this from Irvine because the other playable characters have no memory of this.

When you start a new game, the beginning sequence begins. It shows you Seifer giving Squall the scar. Rinoa's dog, Angelo, would never hurt Squall. If she did, Rinoa would not be happy. Quistis might get annoyed with Squall but would not hurt him. Edea, possessed by Ultimecia, did puncture Squall in the shoulder with her Ice Strike Limit Break. Squall did not receive the scar on his forehead from this but you can imagine a scar where the icicle pierced his skin on the chest and back.
