To get the Shiny Stone you have to buy Fireworks in Moleville and trade them for the Shiny Stone. It enables you to fight a boss named Culex who is the hardest boss in the game.

Answer: By buying a certain number of Fireworks in Moleville

In Moleville you can buy a set of Fireworks for 500 coins each. The number you buy determines the item the fireworks make after the credits.
