1. "The Starlz Mutation"- Shawn received a gift from another 4400 in this episode. What did the cigar from Claudio Borghi offer Shawn?

Answer: a glimpse into a possible future

Shawn smoked on the cigar twice. The first time he saw himself killing Richard, his soon to be father-in-law. The second time Shawn went to smoke on the cigar, though, it was in perfect condition. It's a continuity mistake, as the cigar should have been burned at the tip. Claudio Borghi disappeared in 1961 and came back with the ability to make a person see one possible future.

The ability came from his hands, so Borghi kept them gloved and only used the secretions on specific items, like the cigar.
2. "The Starlz Mutation"- What did the people with the Starlz Mutation mean for the 4400s?

Answer: They could create children with 4400 abilities

This syndrome was a mutation of the 11th chromosome, caused by a flawed x-ray device at Seattle Presbyterian Hospital. This mutation had not created any noticeable flaws in the people affected. What it did do was allow 4400s to create children with non-4400s that would have special abilities. So, Darren Piersahl decided to eliminate the people with the Starlz Mutation.

He was one of the government's special soldiers, the ones injected with Promicin, but he had gone AWOL and murderous.

When Shawn, Diana and Tom found Jordan's abandoned refuge, he'd left behind a journal. Later, back at NTAC, Marco confirmed the handwriting to be Jordan's, even though it was not visibly identical.
Jordan, who presumably did not know who he was, wrote about things he'd seen. He has a tale of a wasted Earth and one city that remained after the catastrophe. Then, he has the above sentence repeated many times over.
This statement is reminiscent of the mythology of "The Terminator" series. The fight to save that future, from Skynet, was also fought in the past. In both cases, the "past" is referring to our "present".

Answer: the preacher

Jordan told this story of how he'd been all over the place, as if years and years had passed. Shawn explained that it had been just one short year since his "death". But, true enough was the fact that people from all over knew him as the preacher and painted his image all over the country. He appeared like Jesus in many of the paintings. His rising after death was also Jesus like.

Alana came out of hiding to help Tom. She took Jordan through a quick remembrance of his life. Then, Tom gave the 4400 Center a picture of Jordan to release to the press. The uproar caused NTAC to release Jordan from custody.

Jordan used his influence and had a couple of 4400s use their powers to get the Nova inmates out of NTAC. One had the ability to control oxygen levels, which caused everyone working inside NTAC to lose consciousness. Then, another 4400 got the jail doors open so that the inmates could walk out. They took the security footage with them as they left, so no one could be identified.
8. "Terrible Swift Sword"- Did Shawn go to Tom and reveal Jordan's plan to attack the government?

Answer: Yes

Jordan told Shawn and Richard that he was going to use the Nova members to attack the soldiers who were being injected with Promicin. He was willing to use any force to accomplish what was needed to save the world. After Shawn, Tom, and Diana confronted Jordan, Jordan said that it was all made up.

The entire scenario was a test to see if he could trust Shawn. I am sure that was partly true. Tom and Diana went to Dennis and Isabelle and warned them anyway.

Jordan went to personally recruit Tess and Kevin. His big plan was not to attack the base that the experimental soldiers were at. Jordan planned to steal all the Promicin that Isabelle had donated to HaspelCorp.

Answer: Boyd Gelder

Boyd used his ability to project any image he wanted to become, and made people think he was Dennis Ryland. He told the doctor that the Promicin needed to be moved to a safer location in light of the threat from Jordan Collier. Down in the warehouse, where the Promicin would be loaded into trucks, the security camera revealed it was Boyd and not Dennis.

When the trucks opened up, Richard, Tess and Kevin were inside. Tess would be able to control the people inside the warehouse with her power of persuasion. Though Shawn doubted Jordan and even went against him, it appeared at the end of the episode he was back on Jordan's side.
