Octavio is an opera preformer, and after Rock and Roll came along he went crazy and started to flood the canal with tar. This person also tried kidnapping Bentley a few times.

Octavio sent The Blue Viper Gondola Gang to kill Carmelita while she was on patrol in the Venetian canals, but Sly came to her rescue without her knowing again. You fight the Blue Vipers in a police boat that Bentley hotwired.
