Captain Cold. Captain Cold, also known as Leonard Snart, used his ice gun to create water in the desert, creating a utopia. Naturally, Captain Cold's nemesis Flash is suspicious.
The Scarecrow. The Scarecrow, also known as Jonathan Crane, uses gas and toxins to instill fear in his victims. This, however, was a good turn of his previously heinous actions.

The fourth issue. Having done a number of good things for the world and the poor and sickly people in it, the villains jointly make a speech to the entire world, allowing technology to translate their speech. They denounce the superheroes for not aiding the poor and weak, and announce the creation of a utopia where disease and poverty are not known.

Batman and Alfred. Similar to the brainworms used to keep Billy Batson under control in "Kingdom Come", these worms are based off of the "Captain Marvel" villain, Mister Mind. Mister Mind was also the threat behind "52".
Who throws Superman into the sun? | Justice

Captain Marvel. In order to escape the influence of the mind worms, Superman tells Captain Marvel to throw him into the sun. Superman will survive and in fact be invigorated by the sun, but the mind worms will burn away.
In issue six, who is in the hospital? | Justice

The Atom. Ray Palmer, having been shot by Giganta, is in the hospital recuperating. Giganta tries again to kill Ray, but he is able to escape using his shrinking technology.
Which villain enters the Legion of Doom's utopias? | Justice

The Joker. The Joker is more than a little irked about having been left out by the other villains. Disguised as a man of the cloth, he sneaks into one of the cities and plants explosive devices in them.
