Genetic seeds planted by the Celestials. The Celestials planted the seed for mutation in every human. Super heros of the past were humans who had thier genetic seed germinate before everyone else. The mist germinated everyone's potential to become a super human. Those like Captain America and Spiderman were not affected by the release of the mist because they already reached their genetic potential.
