According to Ask Yahoo, the funding comes from sponsors and licensing fees.

When the UK show first aired, entry was by making a phone call at £1.00 a time. You could make as many entries as you liked. Given that most contestants walked away with less than £64,000, the money from phone calls must have made a very hefty contribution to the prize fund.
