When you broil food, do you fill the broiler with oil or water?

According to this recipe for broiling chicken, rub some oil on the chicken.

My broiling pan in the new stove I have, and every other stove I've had, has holes in top of the broiling pan where you place the food. The fats and juices drip underneath. The point of broiling food is so that it isn't cooking in oil and soaking up extra fat and calories.

Broiling does not use any liquid to cook the food. Broiling is a method to use high heat to cook foods, usually meat quickly. If you use oil you are sauteing or frying. If you use water or another liquid, you are either poaching or boiling.
