Of course, why ever not? One angle can be as small as you like, as long as it, together with the other two angles, add up to 180 degrees. Or, in the case of an isosceles triangle - as in the example - the two equal angles can be as small as you like.

As for it forming a clearly defined triangle, with such a small angle it would need to be rather large so that the fact that the two equal sides do actually rise and are not horizontal can be clearly seen. A small version might just look like a straight line to the naked eye. But it would nevertheless be a triangle.
