The origin is Biblical, 1 Timothy 6:10, but it is very often misquoted. It's not "Money is the root of all evil" but the "The love of Money..."

For the love of money is a root of all kinds of evil. Some people, eager for money, have wandered from the faith and pierced themselves with many griefs.

I can not find a definitive answer. I lean towards Carl Sandberg but Emperor Augustus and Martin Luther may
have said it first. As far as your inquiry goes almost certainly poet Carl Sandberg "coined" the term when
he said:

Money is power, freedom, a cushion, the root of all evil, the sum of blessings.
