In "The Routledge Dictionary of Modern American Slang and Unconventional English" the phrase "hang the moon" was used in a book about the Ozark folklore called Down in the Holler in 1953.
The complete quote was: "Lucy thinks that fool boy of hern is God's own cousin. She thinks he hung the moon" Vance Randolph.
