There are no doubt variations in the way these proverbs are written, however the wording used here is common enough. Taking each in turn:

"Actions speak louder than words" basically means that a person's intention is better judged by what the person does rather than says. Another interpretation is that it is more effective to act than to talk of action. The anagrammed words were 'actions' (in coats), 'speak' (peaks) and 'words' (sword).

"Barking dogs seldom bite" is a way of saying people who make threats rarely carry them out. A similar expression is "his bark is worse than his bite". The anagrammed words were 'barking' (king rab), 'dogs' (gods) and 'seldom' (models).

"Time heals all wounds" is a way of saying that emotional pain lessens over time. A Latin version is attributed to the Roman playwright Publius Terentius Afer (c. 190-159 BC). The anagrammed words were 'time' (item) and 'heals' (shale).

"Haste makes waste" is a rhyming variation of "more haste, less speed" and basically means that doing things too quickly gives poor results.
