The Caspian Sea is the largest enclosed inland body of water on Earth and it is bordered by Kazakhstan to the northeast, Russia to the northwest, Azerbaijan to the west, Iran to the south, and Turkmenistan to the southeast. Negotiations over the legal status of the Caspian Sea began in 1996 and four other summits took place before the 2018 treaty was signed in Aktau, Kazakhstan.

The treaty primarily focused on oil rights and military use in the Caspian Sea.
