It could have been anyone talking about Tom Paris but in this instance it was Neelix, speaking to Kes, in "Phage". He was very jealous of Paris' attention to her.

In "Concerning Flight", several items, including da Vinci's holoprogram and Voyager's computer core, were transported from Voyager by Tau, a pirate who sold stolen goods to the highest bidder. Janeway found where Voyager's items were located and convinced da Vinci to leave Tau (his 'patron') and help her take back the computer core.
