This is sung by Firmin during "Notes". At this point, two of the opera's sopranos have met with "trouble"; first Carlotta "left" and then Christine "disappeared".

Mme. Giry sings this during "Notes", trying to get them to follow the Phantom's orders and not cast Carlotta as the lead in "Il Muto". Of course Andre and Firmin don't listen....
