This is in the very first episode of "Smallville". Pete says this line after we find out that he and Chloe made a bet on if Clark would miss the bus or not. Pete wins when Clark misses the bus.

He is referring to when he found Clark tied up as a scrawcrow in the previous episode by Whitney. Season 1, episode 3 is called "Hothead" while episdoe 5 is called "Cool" and Season 2, episode 3 is "Duplicity".
