Ness is actually the main powerhouse of the party as well. He knows one of the most powerful PSI abilities in the game, known as PSI Rockin.

To make up for the fact that Jeff can't use PSI, he can also use the three types of bottle rockets, regular, big, and multi. Multi bottle rockets are the most powerful. He can also use items such as the Heavy Bazooka and the Hungry HP-Sucker. Plus, he can repair broken items if his IQ is high enough.

There are the ones that everyone knows, Onett, Twoson, Threed, and Fourside, and there is the often overlooked Tenda Village. You will be teleporting between these areas a lot.

Ness and Paula are the only ones that come from the main area of Eagleland. Jeff comes from Winters, and Poo comes from Dalaam.

He learns it from the Star Master, but unfortunately, he has to leave the party for a while. This is easily one of the most powerful PSI skills in the game, with the Alpha level alone dealing over 300 damage.

While Paula has PSI Fire, which no one else can learn, she can also Pray, which deals a random effect to everyone on the field, party members and enemies. Jeff, while using bottle rockets and the like, can also Spy, which lets you know the opponents stats, along with any weaknesses they have, or any items they'll drop. Poo, while using PSI Starstorm, can also use a Mirror ability, which may turn him into an enemy in battle, and being able to use their abilities.

This is extremely handy with enemies such as the Ghost of Starman, in which he can use PSI Starstorm without consuming any PP.

Answer: Third most powerful

As well as having this claim, they also have the phrase "No. 3" in the background when you fight them. Beware of them, because they start with power shields that reflect physical attacks. A good PSI Freeze Gamma from Paula can usually get them in one hit.

They are the Pogo Punk, Skate Punk, Yes Man Junior, Frank, and Frankystein Mark II. The last two are bosses. After you defeat Frankystein Mark II, you can talk to Frank Fly at anytime and he will restore your health and PP completely.

In the first phase you have to defeat Heavily Armed Pokey, because Giygas is invincible. (By the way, I forgot to mention that there are spoilers here. Sorry.) In the second one, you can actually hurt Giygas. Use Jeff's Heavy Bazooka because bottle rockets don't work on him.

In the third and fourth ones, you need to use Paula's Pray ability to reach out to everyone that has helped the Chosen Four on their quest, to deal phenomenal amounts of damage to Giygas, culminating in even the PLAYER helping them.

They are Giant Step, Lilliput Steps, Milky Well, Rainy Circle, Magnet Hill, Pink Cloud, Lumine Hall, aka Lumine Hole, and Fire Spring. They each have different bosses.
