Does partial fraction decomposition work with fractional exponents? (example: 1/ [(x+1)*(x-7)^0.5] )

Yes, it can by substitution. In the example you provided, let u = (x-7)^0.5. Then the problem is 1/(u^2+8)u and can be solved with partial fraction decomposition as usual.
