Is it true that fish have no nerves in their upper lip?

Fish definitely have pain receptors on their lips. So when a fish is caught by a hook it probably hurts quite a lot. Sadly, experiments have been done to prove that fish have pain receptors, such as by injecting bee venom into their lips. They respond with animation just like a human might.
