The city is Ceuta, a Spanish exclave on the African continent, and the cartographer is Muhammad al-Idrisi (1100-1165).

The statue is located in the Plaza de Al-Idrisi, next to the Murallas Reales city walls. It depicts al-Idrisi holding a circular world map, and the monument is there due to his local connection: he was born in Ceuta in the 12th century.
