Why do they call it "rush hour" when nothing is moving?

Because the roads are busy and everyone is in a hurry. Unfortunately, all they get to is nowhere fast.

Originally it referred to the times before and after typical work hours when poeple were hurried and actually did drive faster than at other times of the day. After years of added congestion, rush hour has slowed down quite a bit, but the term remains the same.

Being in a rush and not moving are not mutually exclusive. Incidentally, the Japanese have adopted this western phrase as their word "rushawa".
