Clement Clarke Moore.
In a New York paper called The Sentinel on Dec 23 1823.

The author did not intend on the work being published though.

There is now a controversy as to who wrote this poem. The website link https://en.wikipedia.org/wiki/A_Visit_from_St._Nicholas makes it clear that Clement Clark Moore did indeed claim authorship of the poem but there are claims based on modern analysis of the phraseology used that the real author was Henry Livingston Jr. There is a whole section given over to the controversy.
The correct answer to this question ought therefore to be "It is uncertain".
